Armando J. Flores approaches business development with the discipline of a seasoned operator: he listens for friction, removes it, and builds trust through execution. An industrial engineer with extensive international executive experience across the energy sector -including serving as CEO within an energy-services organization formerly affiliated with Iberdrola – Armando brings strategic perspective and practical delivery focus to ISO-RAD’s growth.

Tony Bustillo is ISO-RAD’s operational anchor – the person who turns complex technical requirements into consistent, safe execution. With 45+ years in industrial radiography and radiation safety, he brings “boots-on-the-ground” expertise that’s rare: hotcell realities, inspection discipline, and the instincts that prevent problems before they happen. As General Manager and Assistant RSO, Tony helps ensure that every shipment reflects the culture ISO-RAD promises: accuracy, preparedness, and respect for the responsibility of properly handling radioactive materials.
Carter Neill
Quality Engineer
Carter Neill works in the space where credibility is protected: quality. As ISO-RAD’s Quality Engineer, he helps ensure that the systems behind every product and service are consistent, audit-ready, and aligned with regulatory expectations. With a biomedical/industrial engineering background and a Six Sigma Black Belt, he brings disciplined problem solving and design rigor to a field where repeatability is inseparable from safety.
