A career built on operational rigor
Before joining ISO-RAD, Armando spent over two decades leading organizations operating within highly regulated environments. Most recently, he served as Chief Executive Officer and later as President of nuclear and services divisions for an international energy-services organization formerly affiliated with Iberdrola. In those roles, he didn’t only lead sales – he optimized the entire delivery engine behind them.
Armando’s leadership is notably “full-stack.” He has owned strategic and day-to-day responsibility across supply chain strategy, sourcing and negotiation, vendor development, logistics and customs, finance and administration, HR and talent development, IT transformation, and performance systems. That breadth shows up in how he supports customers: he understands how decisions ripple across procurement lead times, shipping constraints, QA documentation, and the operational realities that determine whether a project will succeed.
A core differentiator throughout Armando’s career has been his ability to build systems that perform under pressure. He developed and led third-party logistics (3PL) operations with performance scorecards and service disciplines designed to protect delivery reliability in complex, cross-border environments. He also led major digital and organizational transitions – including SAP R/3 oversight and structured management reporting – ensuring that execution remained measurable, repeatable, and accountable.
Regulatory fluency with practical application
Armando is a certified nuclear auditor, experienced in working under nuclear-grade quality expectations. He is comfortable in high-consequence frameworks aligned with 10 CFR 50 Appendix B, 10 CFR Part 21, ASME NQA-1, and ISO 9001, and he brings that rigor to both internal operations and client-facing consulting. His approach emphasizes documentation discipline, traceability, and “technical truth” – the ability to clearly identify what is required, what is sufficient, and what is defensible during audits and reviews.
